with fewer than two days remaining on the countdown clock, dana bash is on capitol hill. tell us what the main point of contention is now. >> there are few according to sources in both parties. the biggest one when it comes to the democrats, from their point of view, is the fact that republicans in an offer that they made last night included what is known as chained cpi in laymen's terms and in terms that matter to many americans, it would effectively make social security checks lower each month. >> we learned this from sources earlier. the senate majority leader, harry reid went to the senate floor and talked about the snag. list ton what he said. >> the one thing i do want to mention is that we're not going to have any social security cuts at this stage, that doesn't seem appropriate. we're open to just discussion about entitlement reforms, but we're going to have to take it in a different direction, the present status will not work. we're willing to make concessions as part of a balanced comprehensive agreement. but will not agree to cut social security. with 36 hours left until th

the most carefully laid plans. let's bring in dana milbank and msnbc contributor jonathan capehart also of the "washington post" to help me sort out how does a man get it done in the second term? dana, you know, they say that the second term a president really has about 18 months to get anything done and after that you're pretty much a lame duck. now, of all the things i just listed, what do you think he should and what do you think he will try to tackle first? >> well, karen, first of all, i don't think he needs to surrender to the idea that he only has that 18-month period. it's not without precedent to achieve things later in the term. so, first of all, it's not necessarily such a narrow window. the other thing is assuming we have to do something with the fiscal cliff here, but even once that's done and presume lbl awhat we're looking at now is more of a smaller short-term fix, that doesn't mean he's going to take his eye off the economy. he learned the lesson of this early in his first term when he said, okay, we took care of that, we did the stimulus, let's move on to health care.

relating to the fiscal cliff is dana bash. she joins me now from washington. dana, great to see you again. tell me does even a band-aid approach work? >> it's going to be tough. this is all math. but it really has to do with the math with regard to votes. and democrats especially who i'm talking to in the senate which is probably where this will originate, the reality is that democrats don't hold a very big majority. her going to need to have a handful of republicans to cross party lines and vote with them on the whole concept of raising any taxes. especially what the president wants which is something that is raising taxes on all americans making more than $250,000. that's the senate. never mind the house, which of course, made clear to the house speaker that they won't even go for something that's a million dollars or more when it comes to tax increases. that was last week. >> dana, you were saying that when you were reporting on it when it was breaking that evening, you called that devastating for john boehner. now that house republicans have clearly rebelled against john boehner, can

around out there. dana bash talking to her sources on capitol hill, she says there's kind of a push for us to go over the fiscal cliff and then taxes will rise, right, but then congress will reconvene on january 3rd and vote to cut taxes. is that appliable solution in your mind? >> it kind of it, pretty much what i feel will happen. they have a little bit of wiggle room. the majority of this is not going to be felt until 2014 for the majority of the income tax rise so that causes congress to force them to make a deal knowing that we actually are operating under a higher tax rate right now, even though americans won't feel it, so it's almost like an additional leverage for those who actually want to make a deal and get something done. i just want somebody, like starbucks, we all need to come together. >> and quit kicking the can down the road, darn it. >> exactly. >> ryan thank you for being with us this morning. >> thank you. >> ryan has been with us all week tackling the fiscal effects on your pocketbook. tomorrow, what the fiscal cliff means for your retirement. >>> from the stran

is telling us no, that is not the case. i got jessica yellen standing by and we have dana barb who is standing by and they are there on capitol hill. what is the mix up between sending a plan and not sending a plan by the president? >> hi, john. the bottom line is both sides want to take action and before senat senator mcconnell decides whether to filibuster the measure and whether the other republicans in the party will filibuster, they have to see the details in the proposal. will there be an estate tax provision? how will unemployment which is expected to be extended? will it be paid for? what spending measures will be in this and spending cuts, etc. there will be more details spelled out and where will that come from? will it come from a phone call and staff here at the white house and spelled out by the staff of the senate majority leader harry reid. all that was is yet to be determined. perhaps senator connell's office believes it will come from different sources and there is a lot of potential for confusion with such little time left and so much pressure on the line. dana mi

on incomes over a million dollars while sparing everyone else. dana bash is our senior congressional correspondent. dana, this time tomorrow, the president is supposed to be back, having cut his trip to hawaii short, the first lady, the girls are staying in hawaii. the senate is supposed to convene, but not necessarily the house. what is going to happen? >> reporter: well, we're not really sure. in fact, house republican leaders are having a conference call, i'm told, as we speak, to figure out that very question. they told their members that they would have 48 hours notice before they reconvene the house and so at the earliest, that would be on friday. but, you know, the action really is now going to begin in the senate. there isn't that much of a rush for the house to come back. and when i say action, even that is a question mark. whether there will be action. i was talking to a democratic source who said right now what they had to figure out, victor, is whether or not harry reid working with the white house on this can get enough votes from republicans to cross party lines for eve

with members on stand-by to return. senior congressional correspondent dana bash is following all of it for us. what are you hearing? >> there was a conference call of course members of the house leadership even, they're back in their districts, but there was a conference call today among those house republican leaders trying to figure out if and when the house should come back into session. two republican sources tell me they did not make a decision on this call. it's still up in the air. and a big reason for that is if anything can get done in the next six days, the ball is in the senate's court. the capitol is a ghost town. neither chamber in session. an eerie calm since the fiscal cliff only congress has the power to avert is less than one week away. from their home, senate democratic leaders is trying to figure out if the president's scaled back bill can pass congress at the 11th hour. >> there is absolutely no reason, none, not to protect these americans from a tax hike. at the very least, let's agree right now on what we already agree on. let's get that done. >> reporter: but to get tha

as of monday night without a deal. so pretty tight timeline there. >> what is the thinking at this point, dana bash, that most congressional leaders feel like going over the cliff, whether they will say it publicly is one thing, but going over the cliff might be better, because on the other end of it, you can vote for tax cuts versus raising taxes for a certain number of americans, politically speaking, isn't that a better scenario for them? >> it may politically be a better secenario for some congresspeople. but it will be a catastrophe because of public opinion, the way markets would respond on january 2nd. i think politically obviously it saves a little face, particularly for some republicans who don't want to vote for tax increases. taxes increase automatically, but it isn't without consequences and we're trying to get a sense today -- the meeting that you mentioned, 3:00 p.m. at the white house, congressional leaders with the president and vice president. coming out of that, i think we may have a better sense of exactly what direction this is going. if there is maybe a little bit of a kum

confidence turned down for the first time in a long time. here is something ta dana bash got, where she said, republican told her, some senate democrats have discussed holding on on bringing up a proposal until the final final days of 2012, which we happen to be in at the moment. to increase pressure on republicans to support avoiding higher taxes on everyone due to the fiscal cliff. >> the clock is running down. now is the moment. and all i can tell you, we have had various groups, the gang of six, the gang of eight. people meeting, talking, i've had multiple conversations since getting back yesterday. i just don't believe it in the senate. i absolute believe if it were up to the senate democrats and republicans, we would get this done. the problem is, unfortunately, with the extreme element insist the house, for whatever reason the speaker won't act. even when something like the reform farm bill to eliminate subsidies which everybody agree should be eliminated. we can't get them to that i that out. so frustrating that we send things over that are bipartisan that do make cuts and to ask tho
